Former Deputy Prime Minister Arben Ahmetaj has published a bombshell audio recording, accusing Prime Minister Rama, Israeli businessman Ron Yeffet, and the companies TIMAK and KAYO of arms trafficking, the seizure of public assets, and the embezzlement of Albanian taxpayers’ funds.

The audio recording features four main characters: businessman Ron Yeffet, whom Ahmetaj said came to Albania as early as 2008 and has been cooperating with Rama since very early on; a woman named Tatiana; and two individuals identified as Sergei and Igor.

The conversation takes place in Ukrainian and English, while it reveals the scheme for how public assets and funds would be acquired through the companies TIMAK and KAYO, and subsequently how weapons and ammunition arriving from African countries would be packaged, repackaged in Albania, and sent to Ukraine and beyond.

The audio recordings have been divided into six parts, each of which explains how the scheme would operate.

In Audio Recording 1, Yeffet tells his interlocutors Tatiana, Igor and Sergei that the private company will hold 80%-90% of the shares, while the state-owned company will hold 10%-20%, followed by a separate agreement. Yeffet makes it clear that he himself will not formally be part of it, while the point of contact will be Defense Minister Ermal Nufi, who at the time was Deputy Secretary General of the Prime Minister’s Office.

Audio Recording 1

Ron Yeffet: We will be, as I said yesterday, 80%. Government will have 10 or 20%. Igor will have 80 or 90%, whatever we decide, and then we will have a side agreement. But I cannot be on these…formally. Maybe later on…right now

Ron Yeffet:Once it goes to passes the Council of Ministers on Monday. Monday or Tuesday there is a Council of Ministers, then we will be in touch with the Deputy General Secretay of the Prime Minister office.

Tatian: Who is that?

Ron: I will tell you that…Rafael or whoever we decide.

Tatiana: Translates in Ukrainian.

Ron Yeffet: Erma Nufi is his name.

Ron Yeffet: The deputy General Secretary, mister Ermal Nufi, will be in touch, it is you or Rafael, I don’t know who Is the representative, will be in touch with you to put these or these together.

Ron Yeffet: Different, but the same concept

Tatiana: Ah of course, because KAYO is in defence

Ron Yeffet: Right, the same concept but not KAYO.

In Audio Recording 2, Yeffet explains to his interlocutors that the government will transfer the properties to a discussion concerning state-owned properties and will then select a foreign partner company. He proposes that the Ukrainian company should not appear as such, but rather as an American company, so that the U.S. Embassy in Tirana can be silenced. Yeffet also says that they will take Vlora.

Audio Recording 2

Ron Yeffet: The government needs to make it 100% governmental agency stocks. Then the government will choose an agency cooperationwith the 100% stock of government, enterers in to the establishment company

Tatiana: Translates in Ukrainian

Ron Yeffet: I recommend, I recommend that you gone have, I your shares, in these company not the Ukrainian guy, but an American corporation, because is much better for the Americans.

Ron Yeffet: The shell company is an governmental company, the shareholder wich Igor has in the governmental company, is going to be owned by the US company. Each shareholder, the shares is not going to be under Igor, but will be under the American corporation that is partnering up with the Albanian Government for that.

Tatiana: Translates in Ukrainian

Ron Yeffet: And then we close them up, the American Embassy, we close them up because is the American company.

Ron Yeffet: I have a question.

Ron Yeffet: Our plan is not changing, right?

Ron Yeffet: We are going to take Vlora, correct? We are going to take Vlora and in vlora  we are going to take the gas from there to Vlora.

Tatiana: Our company will make it possible to move the gas from there to Vlora.

Audio Recording 3 provides information about the trafficking of weapons from Africa to Ukraine and beyond, using Albanian territory and the companies KAYO and TIMAK for repackaging. Yeffet says that weapons are a good business, generating hundreds of millions of euros in profits, while discussing with his interlocutors his connections in Nigeria and Sudan.

Audio Recording 3

Ron Yeffet: So, in Africa we decided to go to generate the business, there is approximately a very big business, a very very good business, hundreds of millions that we can do with ammunition manufacture.

Audio Recording 4 sheds further light on the way Ron Yeffet operates, revealing that he can supply weapons without the need for tenders, as he has done in France, Italy and Albania, while his interlocutor Tatiana challenges him, telling him that in Ukraine every purchase is made through tenders.
